Hey can some help me patch a gba rom the rom is

i want 2 translate it 2 english using the patch but im having major problems doing so

ok basically i use ips win to patch the rom i did what it said and then put the ips file in the actaul gba rom file and renamed it 2 ips and when i loaded the games its still in japenese
