Does the end ever justify the means

I would propose this definition of torture

It does not include pain or suffering arising only from, inherent in or incidental to lawful sanctions.

However that's obviously open to debate as well.

My personal view, torture as described above is wrong in any circumstances.

So you feel that being right justifies the use of torture, so long as you torture the right person it's OK.
