Using PROXY to Browse/Download???

hi there
i am new to the bittorent scene..
would like to know if it is advisable to browse or download through proxies..........
many sites say not to do so..but some users doing it as a know from forum posts.......any risk of getting banned ..
asking these questions as some of the sites not accessible without proxy//
and i do not have a static ip//

Also is it safe? and what proxy sites are advisable and how to set them up in u torrent client, wiill the download speed be affected.

torrentguru, I have only tried it a couple of times, each time it really slowed the download way down....but it could have been the proxies i was using.
I suggest just downloading from respectable sites and install peerguardian.
Thats my 2 cents.
