Cant Find Hunter In Vice City

i finished all the missions in vc but i still cant get the hunter, i know it should be at the military base but its not there, anybody know wat i can do to get it

when you get all the hundred packages then you will get the hunter at the air base you go in the airbase and turn left and go up the stairs and you figure the rest of the way. Peace out
