Can I improve my upload speed by increasing its value?
And do I have to apply tcp/ip patch before doing that?

yes and yes, but with how much very much depends on your router and connection.

Try something like 75 first and then work your way up or down depending on how it works.

Should be some good reading material on this subject if you check the following address.
Seems for some people setting it low makes it worse while setting it too high makes it bad as well.
I recommend leaving it around 50

I also would recommend installing the patch as well.

How high you can set it pretty much depends on when you're router gets congested from too many connections.

I get best results at around 65. Others say 100 works for them and some have to keep it below 50.

Unless you have a very fast connection and/or an extreme amount of torrents in your client or running multiple clients, the number doesn't have to be that high.

I would say at least 50 though, but I usually keep between 125 and 150 torrents in my client and many of them are running.

If it's the XP patch then most definately use it. XP only allows 10 by default
