403 error means you have fallen into a IP range block.

You were not banned though. If you were banned you would get a message like "this account was disabled"

Where are you from? Have you ever accessed the site so far?
There are some banned countries like Israel.
Hopefully restarting your router and getting another IP, out of the IP range, will solve your problem.
