From what I know their going to close sing-ups when they reach 15k users.
After that it's Invite only.

They've found a very nice way of pruning their user base, by deleting inactive users after 7 days. This makes sure that the active users stay at the site, and inactive users are pruned to make way for the next wave.

So basically, there is no need for closed signups, unless you're worried about the so called "security" issue.

Do u know why SCC is going offline/online? I think it isn't the dns change, because I could read that message before it went down.

Probably none. Just about everyone has an account and obviously invites will be all over the place.

Lets wait and see shall we? We are currently changing servers, sorry for any inconvenience this may have cause you. There were some problems during the change, but everything should be back to normal in a couple of hours.
