i think 16 is a decent age to consent.

people are gonna do it if they want, doesnt matter if it illegal or not, just like drinking, you gotta be 18 to buy it, but most people start gettin bladdered on a friday nite in about year 8 (12-13 years old, there just nothing else to do realyl on friday nite) and so drinking normally leads to sex and so it doesnt matter if it 16 or not, it still gonna happen. think a recent survey showed that most people loose their V plates at about 15 anyway in great britain

it may be better to look at drinking laws inorder to reduce teenage pregnancy which the uk suffers terribly from.
