the only reason i can see you wanting to do that is so you can burn them as CD Audio. but Nero and probably almost every other CD creation utility does this automatically. You will not increase the quality of the sound by converting from mp3 to wav, as any data lost in compression can't be regained through simple conversion to wav.

just type "mp3 to wav" in google and you'll see many programs available,

Advanced WMA Workshop does this for wma, mp3 and ogg files. I don't think it's free, but i'm sure if you have a look around you can find a way to avoid this.

Nero Ultimate6 is all the rage at the moment for CD burning. The software bundle contains a handy "Wave Editor2" program that you may find useful.
