My little brother is straight gangsta and uses various rapidshare forum type things that seem to be very comprehensive and popular. And he likes a lot of underground stuff.

Mixfiend.com also, registration required.
saw a site called gettorrents.org and djleak.com both are open. Not sure how good it is. Would go with the sites mentioned by other members above.

^He wasn't talking about mixtapes. He's looking for a dedicated hip hop tracker, kind of like trancetraffic is for trance music for example
