how can i install it on windows 7 (on PC) ? is it possible !!!

If you mean just rtorrent then you can look here http://rtwi.jmk.hu/wiki/rTorrentOnWindows as for rtorrent+rutorrent on windows, I have no idea.

You would need to install rtorrent first to have rutorrent.
As it has to be compiled, I don't think you will have much luck.
