Any Programs That Can Help Improve Movie Quality?

Can someone please tell me if there are any good programs/softwares that can help improve movie qualities ? It seems that some of the movies i have downloaded have blurry effects on them, which results in poor quality. Are there ways to prevent these thing from happenning ? Thanks.

you can try converting them to other formats eg.AVi-MPG,VCD-KVCD.
If the movies are really bad its best to just try downloading a better quality movie 'cos some of them are so bad you can't do much to improve on the quality.
Tmpge or Tirtual dub programmes to convert the files.

a good rule of thumb is
crap in = crap out
you can't take something the looks shitty and convert to anything that looks any better
