Should be a matter of running mIRC and using the following commands, then.

/nick YOUR_SITE_NICK
/server irc.fuckyeahtorrents.com
/join #help

Romania ban possibly? I went thru their rules & faq and didn't c anything about a country ban though...
they're still pretty new, maybe it's a server problem on their end.
