In movies I don't find many that funny, so I'd have to side with

Billy West - Does voice of Fry, the Professor, Dr Zoidberg, Nixon etc... (from futurama) he's the voice to ren n stimpy, you name it.

John DiMaggio, voice of Bender from Futurama, another great voice actor.

I've watched all episodes, and every episodes dvd commentry, they are both very funny guys even with un-scripted commedy.

So many good ones around, and most have already been mentioned, but some of my personal faves are:
Jim Carrey
Adam Sandler
Ben Stiller & Owen Wilson
Will Ferrell

and someone who isn't strictly an actor, but is still damn funny is Conan O'Brien.

Ricky Gervais (The Office)
Steve Coogan (Alan Partridge)
Jim Carrey (All of his movies)

I don't know if the first one will be well known to many but I have never laughed as much as I did after seeing Ricky in 'The Office' doing his improvised dance.
He says:

"I like to fuse Flashdance with MC Hammer shit" :D

See it for yourself.
