Speed Slowly Going Down

whenever i switch ports because my speeds have gotten to slow(down to .05Kb), the speed starts out at like 50Kb (i have a cable modem/router and should be going in the hundreds)and goes down by the .01Kb, what could be the prob, theres plenty of sources
