There are no 'best' ones.
Generally the bigger ones have lots of users, but who possibly share less and have slower connections.
Others require that you share a lot (30 GB+) and have minimum bandwidth requirements.

That makes it very dependant on what connection you have, how much you share and what type of files you're looking for to determine the 'best' hubs.

I don't have access to my hublist so I can't post you a few you may like, but I suggest you go to the DC++ Forum (http://dcplusplus.sourceforge.net/forum/) and look for a good public hublist and try a few selecting on users/share reqs/descriptions.
