for some reason, after i choose shut down from window 2000 , my comp would shut down, but immediatly start back up as if it was restarting and not shutting down. is this a software problem w/i windows that i could fix or is this a hardware problem? plz help

Ive had this problem a couple times. Once it was for ad-ware. Just get Ad-Aware, its free. Run it, it will detect all the little problems then just delete them.

Also check Spybot S&D as it gets stuff that Ad-Aware misses and vice-versa.Spybot (http://www.safer-networking.org/index.php?page=download)

yea, but i just reformated the hdd so how could it be the adware?
