I've just got a new Athlon 1800+ laptop and the tempratures are 70*c!!
My old laptop was a 800 Mhz but I managed to get it down to 25*c full load

I know Athlon XP's are hot but is this right?

1800+ XP-M & it's a ex-demo but I've brought it from a real shop rather then the net so its been refurbished and under warranty.

well get your hoover out and take the hose to all the vents, gets rid of dust buildup, done that to mine and its quieter and seems to be cooler. worth a go.

I had a problem with some laptops running hot too, mine were dell. Found out from dell that the fans were not turning on th right way and the fix was updating the bios on the laptops. It fixed my problem, maybe you could look into a bios update.
