What would be the best and easiest to use software for cutting out parts of a movie to make the file size smaller?

Ok thanks. I got one other quick question, whenever i burn a vcd with nero and play it on my dvd player i notice that almost 100% of the time that the audio and video are out of sync, is there and way i can avoid this? It really pisses me off.

You can use TMPGEnc to split movies. Follow muchspl's excellent guide to fix your audio sync problems...
