You've got to enable them in your user CP or use this (http://www.filesharingtalk.com/vb3/misc.php?do=getsmilies&wysiwyg=0&forumid=10) link.

edit: you'll find them @ User CP> Edit Options> Miscellaneous Options. Select "enhanced interface". They'll appear each time you post, next to the text box.
