The speed you download at is usually proportional to the number of seeds and the speed at which they can upload. It's going to vary between torrents and sites. The only exception is where the site has a seedbox.
If you're prepared to pay you should consider newsgroups.
Also depends on your connection speed....thats the most important factor here atm.
