how do i create a web page with gifs that can be sent by email (as an attachment?) and will include both the text and the gif as if the receiver had just been emailed a web page? (can this web page only be sent in outlook? or netscape?)

Duties are not performed for duty's sake, but because their neglect would make the man uncomfortable. A man performs but one duty - the duty of contenting his spirit, the duty of making himself agreeable to himself.
Mark Twain
You can send embedded images and HTML in your email using Outlook Express.
It's not rocket science.
I'm sorry if I am misunderstanding your question <_< , but you want the recipient of your email to see your web page, why not send a link?Quote:

If you want to send graphics/text, why not embed the graphics in message itself as harryycary says, it is very easy :)
