Before Oink i used to use allofmp3.com (now http://mp3sparks.com/), you could choose which format/bitrate you wanted and it would be encoded for you in seconds (its not a tracker but is pretty good if you dont mind paying approx $1 per album)
VIPmusic.org is pretty good. But they're only into scene releases I think.
From my collection of bookmarks, whether they are any good or not I don't know, try them and see if you like them for yourself ;)

scc also has a pretty decent music section, with free leech on them until the end of the month.
Then ofcourse as said above there is specialist music trackers, lots of good trance ones for example.
Hope this helps a bit, i've not tried any of the above so no idea how good they are, I only really use Oink as I don't get a lot of music from torrents and i doubt anything out there is going to anywhere near as good as Oink.

SoftMp3 and STmusic are good trackers. Its easy to maintain ratio since they have alternative ways to do it.
At Softmp3 you only 1/3 of what you download gets counted, so if you download 300 MB only 100 downloaded will show on your stats.
And Softmp3 have seedbonus.

Nothing even comes close to oink, trancetraffic if your into trance is better than oink since the torrents are better organised by genre but most of the torrents on trancetraffic are also on oink.
