Yes, it's a maritime phrase, that goes back to the days of the 15th century.
When a captain put into port, after a long voyage, he'd generally let his crew go home, and spend their pay, etc.
When it came to sailing again, he would need to recruit a new crew. Usually, the same sailors came back and signed on again, but occasionally, new sailors would apply to sail, in which case the captain would write NOOB next to their names, to distinguish them from the old sailors.
NOOB was an acronym for Not On Old Boat.
The NOOBS would then receive special training, and get all the dirty jobs, like swabbing the decks and clearing out the bilge.
That's where the term first came from :smilie4:
