It derives from a colonial phrase, Hand Over India, which was shouted at the Englishmen of the Raj when the empire ruled over the sub-continent. It was shortened to Hoi as a way of jeering as they passed the native crowds. Sort of like Boo.
As happens with these things it gradually changed to a general way of attracting attention and the original meaning was lost. Hence "Hoi, Hairboy" would just be a way of attracting someone called Hairboy.
