I get what he's saying. I don't believe it's a scam but it's there probably is very little difference in making work with XP.
It is a move to push users along to Vista.
DX10 - you need Vista. Halo 3 - you need DX10 so you need Vista.
I remember when Intel's Celeron (I think) ran at the same speed (or was it the cache size) as one of their Pentium's at the time. People realized it and bought the Celeron's at the lower price point.
When Intel realized what was happening they deliberately (of course) adjusted the Celeron to go slower.
Some things are just fluff.

If you're an early adapter you can expect to run into some minor problems, it's just the nature of the game.
Still the 8800 owns the 6800 in any benchmark you can imagine. I currently have a 6800 and would gladly take a 8800, I just don't have the four or five hundred dollars for a graphics card at just this point.
