it happened everytime i'm trying to send a message with anyone

this is the first time it happen for me .

can some one ?

I think I figure out how to send , but don't Know if i can receive pms ?

Click edit options in your usercp and uncheck the "Receive Private Messages only from Contacts and Moderators" box then save.
