It depends, Hitler had a personal army guarding him 'Liebstandarte Adolf Hitler' which swore allegiance only to him, 5 cars and 3 airplanes and which one he used was random, there were even multiple travel plans and yet there are 56 known attempts on his life. he just had better luck than the Roman emperors he was trying to emulate.
