Blackcats slowness

Why am I getting such slow downloads at Blackcats? Everything is green, I've opened up all my ports and followed the instructions in the guide on how to confiqure firewalls and all that. the speeds that are showing are always 11.5-20kbs speeds all on green, but its taking 3-4 days to get a ps2 game. I have about 10-12 games uploaded in que, even though most aren't seeding, could this be it? I never used to get such slow speeds until I accumulated a lot of uploads. Also, If i dl a game from another public site, that dl goes very fast while the 2 blackcats games continue to go slow, thats why I wondered if it was blackcats. anyone else with this problem?. any ideas?
