some websites lock viewing, to only the ip range they have allowed or owe themself. this is often the case with, forexample university websites and their software access page for software used on campus with studdents can download.
what page are you trying to view?
for some people the IP changes by just resetting (unplug then plug back in) the modem.
others need to unplug their modem for around 5 hours or so then plug it back in to make the IP change.
If you call comcast im sure they can tell you exactly what to do. :)

Ive called my isp on several occasions to change my ip, they don't care and just do it.

If you have a router and cable try this...
1. Release IP from your router page
2. Unplug modem
3. Enter a new mac in router page
4. Plug modem back in
5. Renew IP from your router page
This will force a new IP from your ISP and takes about 2 minutes or so...
Also for proxy http://www.stayinvisible.com/index.pl is good and you could get ProxyPal also...
