Unless the archive has been built with the recovery information included (an option in WinRAR disabled by default) or there are parity (PAR or PAR2) volumes for the archive, no.
Sometimes one or two parts of a set can arrive corrupt but those containing the RLS files (k/g or crackfiles etc) arrive OK and those files can be extracted manually for use with a freshly downloaded trial version.

I found this one "RAR Recovery Toolbox" works fine so far.
But still not perfect enough!
