torrents announce bot for Irc

I've seen this on meny trackers, they have this bot announcing new torrent uploads on the tracker in the Irc channel.

Does anybody know where I can find some info how to set up a bot like this?

I have searched i little there, found nothing. Are you sure it's there? their search functions sucks so I may have missed it.
