If your on a 56k, your lucky to get 5Kb/s ;)
I would recommened BitTorrent for reliable downloads.

well first off.. there is no "best program" and second.. many programs have pause features now, you just have to search around in forums.. and well what do ya know?! OMG! THERE'S K-LITE! OMGG~!!!!!! :) but I DO recommend Bittorrent since it prevents corruption(?)
