Don't know about cats and mice... but that game plays a lot like a couple of oldies I encountered way back in my gaming career.
Dig Dug - Will very likely be available for MAME
Boulder Dash Available for a number of Emulators.
The only game I can remember that had cats and mice was a kind of Pacman clone called Mouse Trap but it was nothing like the Dexter game you linked to.
