What is the best software for copying DVD's, preferably to DIVX. And what are the best settings to use to obtain the best quality picture.

AfterDawn Guides has all the info and links to software a beginner should need. DivX is classic and everyone knows it's quality, but XviD works very well. 3viX shuold also make very nice quality videos, but I seem to lean toward XivD.
The Mega Codec Pack should be useful no matter what.
You can also copy directly to another DVD by using DVD Decrypter and DVD Shrink
