DVD1 + (DVD2-Video) + reauthored menu = DVD3 | How?

Ok here goes...

I have two almost identical DVDs

1. English: Completely untouched Video and English 5.1 Audio + English subs for the hearing impaired.
2. Nordic: Re-encoded Video, English and Danish Audio + several nordic subs.

I want to be able to make a new DVD containing:

The untouched Video
Both English and Danish Audio
All the extras on the original English version
All subs from both DVDs added
All warnings removed and pre movie trailers in untouched version as optional choice in menu.
Customized the menus with choices for everything

Is the one simple program for all of this? Note: There will be zero re-encoding of any kind.

P.S. Both DVDs are already on the harddrive, so nothing is needed for that either.
