What I was getting at was if he was downloading DirectX 9.0c from their website it is only 308kB. The rest is downloaded when Fiber chooses to install.
Sometimes, if a software is having problems, or there are corrupt files, which seems to be the case here, they will not be overwritten because the installer only installs the 'neccessary' components.
However, if Fiber downloaded the DirectX 9.0c Redistributable as suggested by myself, you'll download the FULL version of DirectX9.0c w/o anything missing or ever needed. This file is 33.4MB and can be found
here.
