Anyone who has used private trackers knows if they mess up, the reality of public trackers with slow downloads and unreliable files is there as a deterrent.
As lynx says there has to be a certain number of people not achieving 1:1 to balance it out. Those people may not neccessarily be hit'n'runners but may just download files that just aren't popular.
Some sites are now taking note of this and are giving credit for each 24 hours that you seed the file, even if there are no leechers. Personally I would like to see more sites doing this.

Personally I think it's a question of how badly do you want it. All the major movies, games, mp3s, TV shows and files from the scene in general will become available to the public soon after. If you really want it then strict rules adopted by elitist trackers are simply a nuisance and good or bad doesn't matter because you'll have to accept it in return for quick and fast access to files.

bitmetv is my favourite.. the rules seem to work so well.. every week with the new episodes of stuff out (Prison Break, 24, Lost, My Name Is Earl, The OC), I go to download it and there's always about 600 seeders and 20 leechers, it goes so fast, im on a 10mbit line and it sticks to 1.1MB/sec the whole way... after i finish getting it it is easy to seed to 1:1 as people are getting this episode all day...excellent tracker imo

The seed stays longer and provides better D/U speed.
