Software to change software icons?

Anybody knows what software to use to change the icons in the .exe of a software?

Iconpackager seems to have a function for this but for some reason it isn't working here.

picture to icon will let you extract icons from files and convert pictures to icons (obviously). I'm not sure about replacing icons. For that, I use resource Hacker. Open the file and replace the icon resource.
