you must be from there and have south african ip, if you meet the requeriment just ask in their irc channel . just like www.ninjacentral.za.net ,with another country ip you will not able to download anything and connect to the peer.

they do it because in that country traffic from other country is count down/up by the isp. is not about the tracker at all is the isp system in the country . like another tracker www.torrent.is from that small country. btw i dont know any other south af site.
