Looking for Sound Card and Speakers.

I was looking for a Sound Card and Speakers. I have a budget of $30-50 so I was wondering what is the best I can get for that budget.

i always think of Altec lansing having the best speakers. Both desktops in our house have altec lansing and they've worked great. One of them is 4-5 years old now.
