Qcp codecs? Message from cell phone to PC can't open help pls

How do I get the codect that allows meto play qcp audio files. I have Pure Voice, but when I try to play the file I get a 'TIA IS-127 Enhanced variable rate code error message. Does one know how to get the codec to open the cell phone messages on my pc
