DVI LCD Monitor as TV???

Hello People that know more about hardware than I do.
I am about to move into a small no space place in NYC.
I will be leaving my duel monitor desktop behind and try to live off my laptop alone. I will also be leaving my large CRT TV behind.

I was wondering could I use an extra LCD monitor as a TV display?
I know it certainly doesn't have a tuner, but what can I use it for other than a computer display? This is the monitor.

Which I will say is probably the best $200 monitor out there.

Do digital cable boxes have DVI out?
Can I hook up my XBOX to it?
Are there cheap tuner cards I could use with my laptop to make it work as a TV monitor?
