    Someone told me that you can make a website and host it from your own PC without using a server. Is that true?

    Yes and you can't sneeze with you're eyes open,else you're eyes will pop out

    Yup.

    There are lots of programs you can use to make your PC into a server, there are a few you can get in order to utilise other peoples' computers as servers too
