Animated User Icon

Is there anyway that i can make my User Icon in XP animated like alot of the avatars used here and everywhere else on the net? If so how? and where's a really good site to find alot of good ones?

I know you can change the pic in preferences, and if you just choose an animated gif that you have saved as a file, you can use that. But why? It's just leeching that much more power out of your system. Hell. I'm always trying to find ways to kill that stuff. Maybe I'm a biased person and I should shut up now. System Power!!!!!
