We're getting our big Ks and little ks mixed up here. Your physical download is measured in kilobits not Kilobytes so you have to divide the speed of your connection by 8 to arrive at the speed your client reports. I have 2200Ks download and 256 Ks up giving me a max of 275ks down (never seen but have recorded 225) and 32 up (can get there but 29-30 is normal)
DOWNLOADING IS FUN - SHARING IS SUBLIME
When all else fails - read the instructions!!!

    Your download speed : 271 kbps or 33.9 KB/sec.
    Your upload speed : 62 kbps or 7.8 KB/sec.

    I swear I thought I had 1MB broadband
Those ain't the stats of a 10meg pipe, did you have a d/l running when you did that test? If so, shut down all other internet activity and then run a speed test and post the results on here.

At the time there was no internet activity at all. I uninstalled McAfee Firewall+McAfee security center and restarted.

    Now I'm getting
    2006-01-01 18:48:16 EST: 951 / 99
    Your download speed : 951 kbps or 118.9 KB/sec.
    Your upload speed : 99 kbps or 12.4 KB/sec.

Yep, much better, looks like mcafee was choking your connection, try kaspersky personal(not pro) a/v and zonealarm(basic free version) for your firewall(that's what I'm running and it works perfectly), see how that goes and let us know.
