I have one of those ugly cases with the blue LCD screen in the front,
and the thing is that I think it has too many fans and color lights,
there is a small one on top of the CPU I think, other where the power suply it,
one on the top and another on the side.
Do I need all this fans?, would it be a bad idea to disconect the one on top,
or the one on the side?, or may be both?

    my hardware specs:

    HD 80Gb
    AMD Semprom 2800
    512 RAM
    ATI 9600.

The PC is downloadin almost all day (say 10am to 10pm).

    are they too loud?
do you have a weak PSU that could use some spare amperage?
or are you just bothered by them?

case fans are pretty much a user pref
    front/side/top of case anyway

I would not mess with the rear exhaust fan, but that's just me
but then I'm more the type to add fans as opposed to removing them
my old Antec box had (4) 80mm fans, 2 front, 2 rear
I added 2 more in the side panel to boost GFX cooling

    What are your temps like?

Gather some data about the internal environment of your case, then try disconnecting fans one at a time and see what happens.
If you object to the lights but need the airflow, fans are easily (and cheaply) replaced.
Your heat producing components need airflow to stay within their ideal operating range, it is likely that your case was designed more for cost and bling than efficiency so it may be necessary to move fans to a more optimal location.

Or just get a decent case to begin with.

    According to the LCD Display,
in warm summer days, I remember the temperature being on the range of 24.0 C.,
A couple of days ago, I did what 'clocker' said, and for the hole day,
the temp. was from 18.0c to 20.0c,
and right now, my room is at 14c, with the LCD display at 17.5c.
I think clocker's advice is good, I'll try that and see.

Whatever temp your LCD display is reading, it's not the one you need to be concerned with.
Install SpeedFan and check the condition of your CPU, GPU (if you're lucky) and harddrives.
Even these readings are suspect but at least you can get some idea of what happens as you begin to disable the casefans.
