anyway...
how do i get my own newsgroup or newsserver (like alt.bineries.nl) so i can upload my films and tv to newsleecher for all to download..

I haven't a clue on how to get your own newsgroup, like you've stated, however Untracable is correct on the stickies above. They will teach you how to post to newsgroup, and how to create an NZB for your file.

Oh and where to upload your stuff...
It all depends on what you're uploading.
You obviously don't want to upload movies to a mp3 group or vice versa.

If you know what groups are all about if the name doesn't really tell you can always request to get the FAQ posted in that group so you can read on what's allowed and what not.

I suppose they have been changing the rules over the years and that many of the groups are very old, or else it sounds like a very lawless land hehe
