There is a knob on my powersupply that allows you to control the fan speed...is it safe to turn it completly off? Not while im gaming or anything just while its sitting there with a few apps open such as aim utorrent and wmp? my computers temps are all below 30* C which is good isnt it?

    No

Power supplies generate heat. No matter what you're doing with your PC.

Heat damages components. Eventually something will fail in your power supply

Lower the fan speed but don't completely shut it down.

Same, all of my case fans are volt-modded 7volt so they're all quiet...the power supply 120mm fan runs slow and speeds up if the pwoer supply gets hot (i'm guessing, it's never gotten hot that i could tell ), and my CPU fan is controlled by SpeedFan, when the temp is below 35degrees it runs at 50% speed which is pretty much silent, and the only time it does go over 35 is under load.
