I finally figured it out. So, I said its been working fine for the last two weeks. Optimum Online caps you at 140kbs if you abuse the upload too much. I was going crazy downloading / uploading the last two weeks and violated the TOS so they capped me. I can call into uncap but i'll probably violate the TOS again once I start uploading again. =(
